That would depend on what you consider social progress vs. social decline. Western cultural preferences see it as progress, but a lot of non-Western societies see it quite differently.

Considering in some non-Western societies just being transgender is a criminal offense that can result in the death penalty I'd readily and gladly say Western cultures are making great social progress compared to non-western cultures.

Perhaps so, but then that begs the question of why so many Western countries allow so many people from said cultures into their countries. Surely, they realize conflict will inevitably result from that.

Because not all people from non-western cultures agree with their government's laws on the LGBT community. I have 5 college friends from various Middle Eastern nations and 1 friend from Malaysia and they DON'T want to go home as they HATE the religious bullshit laws they have to endure while their back home. The youth of those nations (as well as this nation) are starting to realize living under the thumb of religious bullshit is no way to live at all. I personally think it's the spark of a future revolutionary change in Islam to be honest.

I personally am not into it, but to each their own. My curiosity was sparked mainly by posts outside of here discussing crossover between kinks and the LGBT community.
