Cercei, from George R.R. Martin's Song of Ice and Fire. She's not precisely a villian, but she's definitely a "bad guy" and freaks my shit.
It's hard to tell WHO is a villain in that series! Every character changes esteem at some point or another, and she was definitely pretty messed up. I wish he'd finish a Dance With Dragons already!
For me, let's see... okay, my first is not a movie character, but a video game character. Kefka from Final Fantasy III/VI. He was maniacally evil and enjoyed every minute of it. Best 16-bit villain laugh ever! 😀
Next, I'm gonna say Emperor Jagang from the Sword of Truth book series by Terry Goodkind (whose tv series is horrendous! I don't believe in karma, but I'd go out on a limb to say that the Spider-Man reboot is what Sam Raimi got for butchering this series!). The emperor was SO easy to hate! He was extremely powerful, and stood by his beliefs so strongly, even though they were extremely misguided, I really wanted to see him get what was coming to him.
Let's see, for a movie, I'll say Ed Harris' character in the Rock. Another villain who had good intentions with bad judgment.
