Correct on both counts. They are to act as a user-generated method of highlighting relevant content in a thread. In an optimal environment, they would serve to help users find related content without having to structure a search. You can see a nice representation of the Tags on the Tag Search page. An example of their use comes with, say, looking for media featuring Addie Juniper (to pick one in the cloud). Clicking her name in the cloud (or searching through tags for it) quickly gives you a list of threads relevant to her.
It's a useful feature if not abused. So don't abuse it; we really dislike having to turn things off because folks can't behave when given leeway.
