I doubt she was high or drunk. She was probably just fucking stupid. Most tattoo artists will not work on a person if they appear inebriated. They don't want to get sued afterwards lol.
That may be the case, or perhaps she had been planning it for weeks, without actually thinking it through. They say the area of your brain that controls judgment and inhibits risky behavior doesn't fully develop until you're 25, for boys, or 23 for girls. This is an unfortunate example of that, methinks. Though, many teenagers seem to have more common sense than her.

I doubt she was smart enough to think she could pull of a stunt like getting a shitty tattoo on her face, lie to her father about what really happened, saying she fell asleep, so she could be all over the news, sue the tattooist and get the money to remove them.
The fact that it is even news at all is kind of astounding to me. People get tattoos they regret when they're younger all the time.
I think she was just stupid.
What's funny is that usually a tattoo artist will talk it over if it's your first tattoo and you want to get it on your skull or face. A lot of times they will try to talk you out of it, especially if you're young. I wanted my first tattoo on the area of scalp behind my ear, but my tattoo artist talked me out of it.

Well, I for one wouldn't. But, if I did, it wouldn't be stars. I dunno. I am anti-tattoo, in that I never ever find them attractive. So I don't know what it would take for me to get ink on my fugly puss.

Well, they don't talk you out of getting a tattoo at all. They more explain that if you haven't felt what getting a tattoo is like, that places like the skull aren't the best areas to go with because they are very sensitive and you wouldn't know what to expect. Also, if it's your first tattoo, they try to suggest another place other than hands, face, or neck because unless you're going to dedicate your life to being a walking piece of art, visible tattoos, especially ones on the face, hands, or neck, can make it difficult to find a job. But they don't try to talk you out of getting a tattoo, they try to talk you out of getting one in a certain area at first. Most of them will suggest the back, shoulder, wrist, or something similar.

Of all the tattoos I have, none of them tickled, so I highly doubt that. I knew a girl with a tramp stamp too, and she said it hurt a lot, especially when going over the spine.

No, because any place where you're sensitive enough to be ticklish, it's most likely a tattoo will only be even more painful. Which is why places like the side/ribs and feet are typically very painful areas to get tattooed. And I don't even want to imagine the pain of getting a tattoo in your armpit or something.
I mean, it's a machine with a needle attached to it that's stabbing you hundreds of times per second. There is blood. It's not excruciating pain, more annoying subtle pain, but it does not feel pleasant, though some like it.
None of my tattoos were that bad, but when I got my chest piece, I was swearing up a storm. It hurt a lot, especially on either side, sort of near the armpit, but more on the chest. And on the sternum hurt a lot too.
