Actually there is a study made on the matter of sensitivity and skin characteristics...more exactly...sensitivity and melanina production.
Apparently one of the conclusions of this study was in fact that the number of nervous terminations existing under your skin seems to be related with your melanine production.
So to conclude, there´s out there [in the scientific community, a view] that pain, ticklishness and other [nerve-related sensations] may be found somewhat [more intense] in the same way that we find people who tend to get more damages from sun exposure.

This is a pretty interesting question,since I always seem to end up tickling all of the redheads that I meet at any of the Foot-Worship Parties(but will expand my horizons in tickling blondes,black hairs,brunettes,and Asians at any of the future FWP parties I'll attend),otherwise I find them to be just as either ticklish,or non-ticklish,as every other person.
I've also heard some folks saying that either Asians or blondes are the most extremely ticklish people,for anybody that can comment about that is most likely welcomed to,for everybody to share and learn about.

Haha. I'm not entirely red. I'm more of a dye job red. My natural is very reddish brown, though. So I'm kind of half and half.
