It took me a while to spell his name right (I kept searching for the wrong guy), however I think Doctor Karl Malus would be a great ler out of the Marvel villains. He is sort of Marvel's evil take on the Nutty Professor as I recall. I think it would be cool if he captured super powered females and experimented on them with different tickle devices.

The Comedian from Watchmen, although, he wasnt a complete villian, he had some good in him. He would still make a great tickle torturer. Oh and venom; talk about spider tickling lol!
 
I think the Flash, he'd go so fast you'd think he was lering everywhere at once. 😀

I would say, Asside from agreeing about Emma Frost, Shriek would be a pacticulerly sadistic tickle torturer. Add in her ability to take your ticklish responses, and magnify them back at you, and you easily have a women who could tickle a person to death. She could also probably use her psychic powers to entice others to tickle you as well. Course, she's batshit crazy, but that asside, she would be a impressive ler.

I would also say the Enchantress, Thor's old foe/flame could be a rather sensual and playful tickler. I can deffinitly see her working a man or women into a sexual frenzy with erotic tickling before she might let them orgasm. Add into the fact her impressive skills with magic, and you have a tickler with very little limits as to what they could do with you.

I don't know about Shiek, I looked her up and didn't see anything that would imply her powers would make her a great tickler, but I agree 100% with the Enchantress... I wonder if she used that stuff on the Executioner back in the day?
 
Doctor Octupus.

He could hold you with his four mechanical arms and tickle you with his hands.
 
Either Dr Octopus from Spiderman (need I say more) lol or Lady Deathstrike aka Yuriko from Xmen OMG have you seen that woman's fingers??? lol AWESOME.
