This style is definitely familiar and I'm pretty sure the reason why is because the picture belongs to Umojar, who is an amazing artist. I could be wrong, of course, but I'm pretty sure it's his work. Then again, I'm tired, so, like I said, I don't know.

Sounds like the consensus is that the artist is Umojar. It has his sleek style and compositional vibe for sure. But you're totally right - it absolutely has a Doc Random feel as well. Both are wonderful artists.
