I believe that the image comes from a Japanese comic that features wrestling. In the image you provide the girl is being pinned in a fashion to make her give up due to pain. In short it's a submission hold shot. No tickling in it. So there is no name for the tickling, as there was none.

Now that the question has definitely been answered, I WILL raise my hand and say that I have *sort of* been tickled in this fashion. BUT, it wasn't at all painful.. I wasn't getting kicked in the crotch, but my husband was wrestling with me on our bed and my legs happened to be out and trapped somehow (what, I don't know how! It was complex! even the Kama Sutra couldn't compare!), and as husband's hands were not free, the nearest thing was his foot and he began poking my crotch with his toes. Well, I mean to tell you I WENT THROUGH THE ROOF screaming with laughter. Then he started rubbing his foot over me, which tickled just as bad. But that could be just me, I'm really stupidly ticklish down south, lmao.
