On clothing, NY State does not tax it at all but NY City does if above $110 per garment (or per pair of shoes).

It used to be $100, they adjusted for inflation. I guess the idea is not to tax ordinary clothing but to soak the rich when they buy expensive stuff.
I have no problem with a woman who buys a sable coat for $100,000 getting taxed. However, a quite ordinary pair of running shoes costs over $110 and I get soaked with the tax.

One truly evil idea they came up with here in NY State is the "use tax" which is a sort of sales tax substitute for stuff that you buy elsewhere and bring or have shipped into the state.![]()

And you have to sign your return on penalty of perjury so if you report $0 of purchases out of state for the use tax and sign it you have committed the felony of perjury. Here's how it works.
