I can't figure out where to start leveling my character. Even the random encounter monsters outside the first town murder me with no trouble.
The lack of an opponent health bar keeps me from knowing how close I'm getting as well. So all the enemies appear to be god.
I chose to be a Mage. In short, what am I supposed to do to enhance my character in the beginning of the game?
You've completed the tutorial and are all set. Might be a good idea to check around town one more time to visit Rina.

Stay out of the forests for a bit since stronger monsters are in there.
You are weak with physical attacks, so screw them for right now. When you're weak, head back and get some healing from the priest - for free - and go back out and smack stuff again. Keep on the lookout for chests and treasure! If you head to the lake right now, with some specific item that you hopefully still have on hand, you can get a nice reward. Just gotta brighten someone's grumpy day.
Choose battles wisely until you get Sweet Dreams. Once you get that, it's just a simple Sleep - Attack - Sleep - Attack. If they don't wake up, just keep attacking until they do and then sleep them the next round.
Right now, until you walk down to the first town, it's all about leveling and finding chests to upgrade. Once in town, you can buy equipment and supplies. There's also a side town that will allow you to buy supplies only, but even that can help you.

possible glitch though, at the... the... hot springs area? that one. The guy asks you to collect all the pebbles in the water. Am I supposed to be able to walk on water after he throws that magic flashbang at me?

The .. guy? Oh you mean the elf(If she were real, she'd be crying lol). You are going to be hopping from lillipad to lillipad now. Look at the next lillipad you want to hop over and press Z or Enter. That's what the first lillipad (with the 0 ring) showed you; that you are light enough to stand on lillipads.
As to the fate of Alraune - time will tell what happens to her. Tiiiiiime will tell.

I've found another bug (might be an old one, but I'm going to mention it anyway). In the second tutorial room (where Joran teaches you to sprint), if you talk to him again directly at the start you get the same dialogue as in the end and Joran will release you from the Tickle Pixie dust. Then when he's about to 'show you the shortcut', the game freezes.

Ahem~ For your question, there may be an item introduced to the shops to reduce the encounter rate.
I wouldn't mind more opinions on encounter rates from other users. I thought I had improved them to an amount that people liked after a certain part of the Whisper Cave was found to be too high. After the change, no one else seemed to complain (and even then, there was only a couple people that complained about that part specifically).
Default encounters in RPG Maker are entirely RNG, so you might walk 500 steps and before encountering anything or you might walk 2 and encounter something.
At least I improved the flee rate so you can actually escape most of the time (before, if you weren't a high agility class, some fights were guaranteed to be stuck for a few turns).
