Technically its murder if you engage in any act where you knowingly put the lives of other people at risk. It would not be considered premediated though in any sense I think.

If someone tampers with grandma's oxygen tank to show that oxygens tanks are not made as good as they should be and grandma dies. I think that person could be charged with murder. Criminally negligent would be if I was accidentally doing something dumb to the oxygen tank and ruined it.

It's not clear what the union bosses were thinking, but you may be right and it could be second degree murder if they intended to deprive the city of ambulance service.

The thing you really need to prove is Malice Of Forethought. Meaning that you had intentions of causing harm to others or absolutely no regard for the consequences to others. This is a very difficult thing to prove. They could claim they had no idea anyone would die and merely were trying to show how vital their city services were.

Yes, that's what their lawyers would claim for them. But at the very least they should have known what can happen to the city's medical services when streets are not plowed.
